Create an Animation

Hi designers! I am in need of a short animation video (2d) which is around 1:00 to 1.30 minutes. Peoples/Characters, street views will be involved 1) I have a script ready. 2) No voice over & no bg is required. I will add it 3) Time not more than 1:30 minutes 4) My budget will be maximum of 100 USD I want final output similar with similar graphics [login to view URL] [login to view URL] What animation tool will be used?
