Before a developer can start making a project for you the first thing you will need is a comprehensive design. With out this you risk the entire project and will almost certainly encounter scope creep or incorrectly implemented features.
Firstly can you let me know if you are thinking of an indie game in the xbox Market place or a full XBLA title. The Budget of both are significantly different. It would be helpful to get an idea of your overall budget.
As well as a comprehensive design I can also scope out the project and break down the options for costs, breaking down this into all of the different departments ( Art, design, programming, audio, etc).
