I'm new as a freelancer, so that's why I don't have any reviews yet, but I'm a music producer and sound engineer with over 30000 hours of experience, and I worked in professional studios for 11 years. It is doable if you have the vocal track and the song separately. If not, I really don't think so, because you can't isolate the noise, you can't cut it, you can just cover it to the point where all would sound muffled and horrible. Again, for the song to have a higher volume, in this situation, it would require a very hard treatment, which would make the vocals sound even worse.
