Create 1 webpage template from a sample design

I have a customer that is using xcart and wants me to create a home page that matches the template he is using in xcart.? It is a simple design, some of it is css. I want to duplicate the design in the attached picture. You can also see the original design along with the css that is used in his xcart template.? The home page does need to be .php and I want tables, no tableless css because the customer needs to modify it himself to add the content later.
