Desktop app using Adobe Acrobat to collate multiple PDF

Currently using Adobe Acrobat to manually combine PDF files. Requirements:
- multiple original PDF files to start with.
- same types of documents, 2 variation to the types of documents.
- collate into one PDF file. 2 types of output file.
- process include page re-ordering
- inserting blank page depending on whether odd number of pages in some cases
- generate PDF based on word/PDF template cover page to insert text title from a PDF document, and insert as cover page the PDF file.
- certain PDF is fillable which use Acrobat function to flatten/remove fields.
