magento sell subscription car insurance inquiries

Dear freelancers,

I'm looking for magento specialist able to create a magento website which will allow users as follows:

VISITORS (CAR OWNERS):

- should be able on front page to choose city (region) they are living in, enter their email and/or phone details, choose their car type, enter details about car engine, year of production, and few other car related data. Without account registration obligation.

- after pressing submit button, they should receive a email verification link, and after the verification the data entered will be processed. After their data is processed, they should receive an email with their member area login details, automatically created by magento store.

- the data about their car will be sent to SUBSCRIBERS, insurance companies, who will prepare insurance offers to the visitors based on their car information (inquiry) received. They will send insurance offers to visitors by email OR their offers should be saved somewhere on VISITOR'S account on magento store (in order to avoid receiving too many emails).

SUBSCRIBERS (INSURANCE COMPANIES):

- should be able to open/register an account, and pick a subscription plan:

a) Demo plan - they should receive VISITOR's inquiries but without contact details (free)

b) Plan A: they should receive VISITOR's inquiries from 1-5 choosen regions

c) Plan C: they should receive VISITOR's inquiries from all regions

- they should also choose the period of the plan: 1 month, 3 months, 6 months and 1 year.

- they should be able to pay subscription plans via paypal or with some other ofline methods (proforma invoice).

- They should be able to post offer to the VISITOR's inquiry in their member area. They should also be able to check past offers, ecc.

- After they will post the offer, VISITOR should be informed by email to check the offer on the website. There should be an option of easily compare received offers (a table or something similar).

ADMIN:

- check VISITOR's inquiries

- add/delete/modify SUBSCRIBERS

- view SUBSCRIBER offers

- ecc.

My knowledge of magento is poor. I know there are a lot of magento extensions which can be used to fit my requirements, but I do not know them.
