Change basic Website Design and CSS

I need to have various CSS and design changes implemented for my website located at www.SurplusCentral.net. ** These are rough estimates and you should have not only CSS skills, but good overall web design skills to improve the design yourself. My suggestions should be used as guidelines and you have the freedom to make the design better than the suggestions I've outlined. You should also suggest any changes that you think should also be made to improve the overall quality of the site. ** The changes should include a responsive template that works for 3 different device sizes. Changes: - Move both headers onto the same line - Change the font of the header section and "sexify" the overall header section - When user scrolls, add a CSS animation transition so that the logo will shrink and nav bar and category headers will stay at the top of the page (see screenshot for example) - Change % width of columns to more "evenly" spread out data - If you think it's necessary, change the font scheme of any of the text elements Add some slight padding to the column headers, and stack the up/down arrows on top of each other I've attached screenshots of some of the changes I need made. Again, I should iterate that you should not only be able to implement these changes, but you should also have a good sense of design and tweak my suggestions to make them look even better. Also, you should suggest any changes that you think should also be made to improve the overall quality of the site. Reference some of your previous work when applying for this project.
