Create Website Pricing Section - Wordpress WPBakery Page Builder

I need a new pricing section on a website. The pricing section will look like the attached image. Other features: - this section of the page will also have a different color background for the pricing section (slightly gray/color background) compared to the white introduction and lower contact form section Bonus - if you can do this all for less than the budget then great if not exclude this point- Colors will change when users scroll on top of it for the header and button I also need the contact form on the site updated so the text boxes have outlines and I don't need an image background to see the image.
