Website for job portals and resume management -- 2

I am novice to web-development and web tools so thought of asking questions before I place the actual project. I need to create a website which will have a lot of documents similar to resume. I will need to be able to perform efficient search from the documents based on keywords and other limitations like date etc. I will need to incorporate some intelligent search functionality later on so please suggest accordingly where I can update/edit/add the search functionality component/engine. I will need to provide different user accounts with limitations on how they will search the resume. Plus there will be job postings as well in the future but that may come later. I did some research where web based content management system like Joomla, Drupal and word press came up. I find Joomla to be more promising for my project. I am looking for some open source tool or plugin or component which can be used easily to develop the necessary for my website. I wanted to know if there is any component or template based website which we can extend and fit to our need to reduce the development time and efforts. I want to get it out and edit or update it as per the feedback I receive later. Please suggest how can I approach for this project to get something out very soon with less investment using existing tools/plugins/components/template website.
