For this project, you will need require at least one DC, preferably 2 in different geographical areas to prevent this kind of disaster. I will need the original IP information that you used. From there I can build the server, add and install the roles, and promote the server be your DC. You will have to setup your new OUs, your groups, and your pcs and users to the appropriate OU/groups to replicate what you had. You will also have to repair the trust for your PCs and servers

There is no officially supported way to revive the existing domain, and a new domain will be required. Existing servers and workstations can then be joined to the new domain. Depending on what your on-premise servers do, there may be some post-support needed after that is completed, and there may be other services that have to be rebuilt (Exchange won't move domains and an Exchange to Exchange email migration would be required, for example). If you do still have access to the data on the dead domain controller, there are third party tools that can potentially be used to recover the domain to a new server, but I would be prepared to migrate to a new domain.
