I want a WordPress website that has the functionality of..

I don't need you to add the content to the website, I basically need someone to build everything so it functions like coinmooner and do minimal design.
I don't want every page. I'm only going to have the homepage and 1 or 2 others, and outside of how the website functions I only need the posts table, search bar, minimal basic design and not too much else.
It's pretty basic for the most part and visitors can do two things, which are upvoting content in the table and submit content to be added to the website after admin approval.
So my website visitors can upvote the content I add to my homepage.. and the "content" is actually a simple list of businesses/projects in tabular form.
If a visitor clicks "upvote" it will add a like/? to the listing and the items with the most votes will go to the top of the list.
If a visitor clicks on the actual listing it will take them to another page where it has more details on the project they clicked on.. like their project links and description.
If a visitor wants to submit a project/coin to get added to the website.. they would click "add project/coin" or something like that. Then they fill out all the info about it like name, social media info, url etc. And then I would receive that as the WordPress admin and can add it to the website with a couple clicks after confirming it's legitimate.
As you can see on the website there's a "promoted" list on top.. and a regular list of projects below that. So if a visitor/project wants to have a paid promotional spot they would let me know and I would change the projects status to "promoted" and then it would populate in the promoted spot.
I need to be able to have banner ads like what you see at the top of the page and also that little popup ad that shows up on every page. I'll need that search bar also. Basically everything you see on homepage.
I attached screenshots of the upvoting, add project tab and the step where the visitors would provide the project info for admin approval.. and some other stuff.
So again, I don't need you to add all the content. I only need the website to be built and setup so it functions like coinmooner and then I can approve all the content as the admin when visitors submit the information to me. All the extra pages you see when you open the menu tab aren't going to be needed. I need the homepage, "add a coin" page where visitors submit details to admin, and then the page that opens up when a visitor clicks on one of the listings on the homepage. Any cosmetic design will be minimal and comparable to the look coinmooner at most, essentially the same look with different colors and logo.
Go to the website and mess around with it to see what I mean about the upvoting and everything else it has.
I'm on a tight budget but I figured I'd contact some devs on freelance websites.
