Hi there, I will go straight to point since the project details are clear and I have significant bridge engineering experience that I can see the solution immediately. Since the 12m span is required I suggest integral reinforced structure, no steel girders. Only abutments with RC slab without joint. Simple and flood-proof. I can deliver structural design drawings for construction and structural report as load bearing capacity proof. As per my quote. The drawings would include all rebar details and elevations.
