Convert a Template to a Website

I need new flat, responsive and different design for our website. the design should be light. text should be grabbed from original website and images could be grabbed from original website if there is no better match and topic related. i need html page for all pages, includes static pages and Billing Panel pages, the header and footer should be clear to include them in separate header and footer file later. the whole website have fixed header and footer section and in any page only content change. dont need ready-made template. the website is in php but i will match the html with PHP myself. so only need html page, check whole website includes Billing Panel and count page and then offer.
