CAD Modeling and Tool Geometry Creation

We have a radial riveting machine that we need to develop tooling for to set a specific type of rivets. A radial riveter is similar to an orbital riveter in that an offset tool presses down on the head of a rivet while it spins around. The tool does not spin and only a small part of the tool is in contact with the tool at any given time. The combination of spinning and pressure forms the head of the rivet. We have datasheets and CAD specs on the tooling but we want to make a 3d model of it and perform virtual testing prior to manufacturing these in bulk as it would be a waste to produce tools that do not accurately reproduce the geometry of the final formed rivet head we need. Full 2D CAD drawings and specs are attached. We need you to 1) produce a 3d model of the "rosette" action that the machine makes as it spins about the axis of rotation showing what a design it would produce as it forms the rivet head and 2) design tooling that will accurately reproduce said geometry in the rivet. We need 3D files of both of those and a 3D file of the bottom tooling, which simply holds the rivet "factory" head while it is forming the actual head. This geometry is literally just a boolean of the head into a solid cylinder.
Tooling to produce:
3/16" AND 1/4" Shaft Diameter in "65" and "80" sizes. Both are 10 mm in diameter. "65" corresponds with a length of 39 mm and "80" corresponds to a length of 54 mm. See the datasheets for clarification - it is very clearly spelled out in the attached zip file. So each of the below 4 types of tooling in 65 and 80 in both 3/16" rivet shaft diameter and 1/4" rivet shaft diameter.
"Universal" Head
"Flat" Head
"Modified Brazier" Head
"Round" Head

Attached are datasheets and CAD files for the specific type of rivets we are trying to set. They are all slightly different, so take a look at them as some contain information that others lack.
Here is another good animated example of the radial motion of the riveter to better understand exactly how this rivet setting method works:
