Develop a small 3D football game

Our company was interested in developing a small sports game (not online, and not mobile, but a full .exe downloadable prefferably in 3D) with miltyplayer capability, servers will be provided. We do not have a big budget. But would like to have something to start up with, such as a free version at first, and after gaining a number of users, continue the work on further commercial releases.
