Code a Website about Link Mirrors

In my website I want people to see mirrors (unblock sites) or certain sources. Every mirror will have seperate statuses for every country. (For example mirror [login to view URL] is working in Belgium, usa,... but blocked in Germany) Users are able to add sources and mirrors (but needs to go through an approval proccess). Users are also able to report and rate the mirror. I'd like a admin panel where I can manage the approval, mirrors and sources Here's a PSD preview: [login to view URL] The theme is very minimal as you can see, and the rating system will be a bought system [login to view URL] I'd also like the whole website to have "lazy-loading" if that's possible. (so no page refreshes) But I'm not sure if that's possible for google. For example if you search for kickass mirror list, that the kickass list will be loaded.
