I have experience in this area, I made several youtube downloaders and convertors with use of Java or PHP. I hope that you have (or have possibility to install) FFmpeg on your website. With use of this software I can write PHP video to mp3 convertor and integrate it to your site. Additionally, for youtube I can add a code which downloads audio instead of video, because this is faster. Some youtube videos have links to MP3, some ACC, some OGG Vorbis audio. ACC or OGG can be converted to MP3 like you want.
