Create SEO software for creating and managing Web 2.0 Properties, Article submissions and private blog networks.

I'm looking for someone that could help me create SEO software. With this software the user should be able to create web 2.0 properties, post regular articles or articles with spintax and manage those web 2.0 properties. Create and submit articles to free article directories. Add and manage blogs that are owned by user. So for example if user owns private blog network with 10 blogs he should be able to add those blogs into the program and be able to add posts on those blogs through the program. Submission through proxy servers should be available. The software should also be able to provide reports to the user. Those are my core requirements for the program. Once those completed I'd like to add Social bookmarking and Forum Profiles of course at additional cost.
