Add City & Staes to my website

I would like to add Cities & States to my site. When users search on site, I want the results to show their location first, then the rest of the site results will follow. Allow admin to create states & cities in admin panel I would like to be able to edit the Cities & States list without having to delete the current list of cities & states. The results city & states should show in alphabetical order Allow users to set & adjust their location from their profile page.
