Customised newsletter application

I require a facility that will enable me to email out daily news information to an industry specific audience in a single page printable PDF format. I must be able to add Twitter like news bytes (a headline and some body content) to several different sections on a predetermined one page layout.(while this will not be the final format an example format is attached). In addition I must be able to add cities to a weather area and then add their minimum and maximum temperatures for the day plus allocate an icon that will represent the weather for the day eg sunny, rainy, partly cloudy etc I will need to have a facility to add/edit/delete clients and their logos in an admin database. Clients must be allocated a login to be able to add their own information (using a small Wysiwig editor (like tinymce) to a client area on the newspage. In the event that they do not add their own message/news then a default news piece should be used. A facility must be provided to be able to add this default news item. In all cases the user must be limited to using the space available and no more. I will need each client to be sent a daily copy of the news brief (Printable PDF) on demand or via a predetermined Cronjob. Each client must have their own Logo affixed to the top of the page There must be an advertising management area that will allow the upload of either a small text advert or an image to a predetermined area. The PHP programming must be of a superior standard and prior to the award of the contract I will need to see and approve of some of your coding. The sample coding will form the basis of comparison for the layout of the coding for this application and no substandard work will be accepted.
