Auto Slide Deck Tool

I require a tool to be built that will build a Powerpoint presentation from a text document. Each line of text requires a new slide and each slide will need to have a background picture which will need to be drawn from a free to use image [login to view URL] will need to be relevant to the slide deck being made The slide text must be adjustable by size, font and alignment and there must be 8 different overlay colour choices for the background of each slide one of which must be a random choice of colours. The input page should be similar to the attached Slide Deck Page document and I have attached a pptx file to show what needs to be output from the attached text file
