Required someone efficient in project management subject - Ready to start

I want someone very efficient in project management. I just want the outline of solution i.e. report, not the whole solution. This should include proper heading and subheadings with 1-2 line explanation of each heading and sub heading. Total workload would be 500-600 words long. Deadline of this task will be 2 hours.
