Looking to create a small app in Hybrid/Ionic/Phonegap for Distribution Management of my business

Looking to create a small app for Distribution Management of my business with following functionalities. The app must be created using Hybrid/Phonegap/Ionic or other similar framework so that it is available for me across Andorid, IOS and Windows. Admin features: 1. Categories Add/Update 2. Products Add/Update along with Price 3. Add Vendors along with credit limit 4. Map Vendors to Products 5. Update Product Prices and Quantities 6. Add amount to Vendor wallet as and when payment received 7. Orders screen and ability to update order status etc 8. Automatic update/reducing of the quantity for items ordered by Vendors. 9. Reports for Vendors Balances, Orders etc Order Placement: 1. Place Order by Vendor 2. My Sales/Order guy taking orders for Vendors 3. View Orders History 4. View Wallet History and Amount 5. Get notifications about Wallet amounts, order statues etc 6. Attach the Crates Count pending with each Vendor so that I can track the lost crates effectively. The app will have different users who can update the orders, crates status and amount received etc. Please submit your concrete timeline and lowest cost. If this goes well, I have few more requirements also for my business, will discuss with the long term freelancer once I select.
