Thanks for giving me the opportunity to explain you my proposal.
I would like to propose the following steps to build the Windows service:
1. Review with you the scope desired for the service and clarify technical details such as interfaces required (XML, .config, JSON, etc), start-up mode for the service, etc.
2. Confirm the APIs desired to be integrated .I've been checking some of the free APIs available (Quandl, CurrencyLayer, OpenExchange, Google, Yahoo) and we may not be able to meet the number of requests per day desired. We can do 1&2 over email or skype.
3. Based on the information agreed on 1&2 I will code the service and test it accordingly.
4. You will receive the service, test it and provide feedback on updates required aligned with the requirements agreed on 1&2.
5. Final modifications based on updates from 4.
6. You will test the modifications again and approve them.
7. Transfer the money (voila we're done!)
My bid is lower from some other freelancers since it is going to be my first one at freelancer.com. In the past I have worked extensively building native applications for Windows environments such as virtual drivers, console applications, dlls, windows services, COM objects and ASP .NET sites.

- How many windows services have you built? : 10+
- Have you integrated a third party API? Yes, some of them: Google Geocoding API, MSFT WMI, Cisco NAC.
