take notes on 45 minute teleseminar audio with time code

i have some teleseminar audio. i want someone that can take notes on what is being said and send me a general outline. the outline must include the minute and second in the file that a topic or subject is introduced So if the question: Should one use a BPO or full Appraisal to challenge a tax appraisal? is asked by the interviewer starting 5 minutes and 30 seconds into the audio file... the note would be: 05:30 Should one use a BPO or full Appraisal to challenge a tax appraisal These notes will be made into powerpoint slides and merged with the audio to make a video. So make each note as if it was going to be copied and pasted into a slide.
