Retrieve record from 100 million under 400 millisecond

I am looking for database expert who can fetch record from data base with 100 million records in less than 400 milli seconds. database has 3 fields , id, vector and name in search query we will supply vector and the output much be id and name vector file is attached, the developer must use this to create a sample db with 100million records the developer can choose any technology of his choice, no frontend or backend is needed, just query, index or stored procedures can be created The developer must show a sample of retrieval of record from 20 million db (redis) under 200 ms using ann or something more effective.
