Open Cart setup error fix

I need an Open Cart Expert to finish up an Open Cart installation for me. I cannot login in the admin panel. I get no error message, just no reaction from the program. Also, I get the following warning on the front end of the domain. Warning: require_once(): open_basedir restriction in effect.
