Product customisation - pens and mugs

We recently started printing promotional mugs and pens.
I would like a flash system which allows users to click on a type of pen or mug and add their own text / logos to these products.
The printable areas for each product will be in different locations and different sizes.
I guess this is a variation on the standard T-Shirt design system which seems to be requested frequently on this site.
I am looking for someone who has written this software before so it will only need customising and not developing from scratch and hopefully keep the cost down.
On the pens there are three possible print areas with the pad printing system that we use - left side, right side and on the clip - these should be designed as seperate areas - as pens are small it would be a good idea to show all three at the same time and have seperate text entry boxes for each of them. The entered design should be superimposed on a photo of the product. The colour, font and sizing of the font should be editable by the user. We charge per colour so this must be taken into consideration. Users can also upload simple spot colour logos which will be resized into the print area. Print areas on pens are very small - typically 40mm x 7 to 8mm so normally only text would be printed and possibly a very small logo along with text.
Mugs are slightly different - we can print two types of mug
1 - Dye sublimation mug which allows a print area all around the mug. Photographs can be uploaded and text added on top of the photos or underneath them once they are resized. Pricing is based on quantity with an option to 'express' the production for an extra charge which also depends on quantity.
2 - Pad printed mugs - there are 3 print areas - one on the front, the back and one on the handle. For pad printing we allow text and logos. It is important to control the number of colours used as we charge per colour per print area (maximum of 4 colours). User should be given the option to design the front of the mug and duplicate the print on the front on the back of the mug.
On the handle a sized print area is available for something like a web address.

I am looking for a system that makes it very easy for a customer to click on a pen/mug and then enter and modify the look and feel of the text / upload a picture to print on the item.
We do also sell Embroidered T-shirts but mainly for staff uniforms however we would consider something that allows customised T-shirts to be designed as well although we are more interrested in the pens and mugs angle right now.
We have no shopping cart system yet so if it has this functionality built in it would be better for us and we can discuss what it will require.
