Build an app that can be integrated into Wordpress (users input data, plugin saves into database)

I have an empty Wordpress standard installation. I want to build a page that will gather innovation ideas from visiting users. Each user will be able to input his own idea about a new product or service or simply browse through existing ones given by other users. By sharing their own idea (in form of word or up to 140 characters description), app should save this ideas/words into a database and then run basic statistics in the background in order to be able to show which ideas/words are more relevant than others (are being mentioned by more users than others). I need somebody that will build an app that does the following and can be easily integrated into Wordpress: - user visits page, browse through already open topics, wants to contribute an idea into an open topic (for example: idea for a new shoe product); the topics are for example: apparel, car features, sport products, utilities etc. - after a user writes his idea (up to for ex. 140 characters), app writes down into database, - app in the background runs predefined analytics/statistics so it can show a summary statistics on the page about which ideas are more relevant. I need the end to end service (web programming, design, configuration etc.). For more details or in case of questions, please don't hesitate to ask because I am aware that explanation very short.
