Website for Recruiters

This must be a site for recruiters. This is the feature list required: - Login and signup (signup must be confirmed with email and administrator must approve it) - Recruiters must be able to put their public info and a picture - Recruiters must be able to choose the style of their personal page (each style is linked with a CSS) - Recruiters can become premium users if they Pay a fee to use the site for 1 month, 3 months, 6 months or 12 months. Payment methods allowed are: -Paypal -Coupon code - Premium users can post job requests (like in monster or other job sites), delete and edit them. - Each recruiter page must have an URL like [login to view URL] - Each job post must have an URL like [login to view URL] - Administrator can approve signup requests from recruiters - Administrator can suspend a job post (when a job post is in suspended state, its owner can still edit it and ask to administrator to publish it again - Administrator can publish a suspended job post. I need these features to be implemented, also I need an home page with a good look&feel and SEO (I will edit content, please just provide the design). The site must be ready for multilanguage, you will work in english, but I must be able to translate the site in many languages and users must be able to choose their language.
