HTML5 Consultant

I would like to hire a Design consultant to review our website front end and administration end to write a report on the best approach to making our site responsive. Need a detail report of what would be needed to 1. Create a single html5 site based on bootstrap v3 (when it comes out) or v2 2. Create 2 sites desktop site or a single mobile site 3. Upgrade the current scheduling system 4. Get the site up to current standards I will need to know if it will be just design work, how much developer work will be needed or what the best steps of action will be.
