SEO. 400 PR4+ BackLinks requested.

I would like to obtain 400 PR4+ Quality links to my website. Links building should follow: - No black hat and other unethical SEO Spam techniques. Only white hat methods and ethical work will be accepted. - Backlink pages must relate to our site topic -Have PR4 or above. PR of other pages or frames do not count. -Be No more than 2 clicks from Home Page. -Be a Home Page in at least 30% of cases. -Belong to a site which is at least 3 years old -Be on www-level (no subdomains) -Contain no more than 30 outbound links - Links must be from English, language websites only. - Links must be from my Countries websites. - Link pages and our links must be visible, readable, indexable and do-follow. - Links must be permanent, static html links. - One way links only, no reciprocal links. - No [login to view URL] blocking. No links from rel="nofollow" or "noindex" tag for pages themselves and for anchor text. - No use of automated software or bots. - No links from under construction pages. -Pages must be indexed and cached by Google, Yahoo and Bing within last 30-60 days - Domains must be from different IP addresses and different Class-C IP addresses. - No java links, jump scripts, framed pages, redirects, cloaking, CSS redirects, 301 redirects, dynamic links, flash sites/pages, hidden links, no string parameters, etc. - No link farms, link exchange programs, and web rings. - No paid traffic sites. - No banned sites, porn, gambling, violent, illegal sites, etc. * Links that are not approved must be replaced by service provider. You must: Build links manually at a maximum rate of 20 per day over 1 month. Exact website will be disclosed to winning bidder. YOU MUST: Be HIGHLY experienced and with good FL Rating. Be able to finish this project Use ONLY White-hat Methods. Google guidelines must be followed. NOT Use Automated Scripts / Bots, Black-hat or Grey-hat methods or Spam Blog Sites with Comments Build links manually at a maximum rate of 20 per day over 1 month. Ping link page URL when you post the link (do NOT do all of them at the end of the project). NOT bid if you have limited or no link building experience Agree to replace links that have been removed within 6 months from publishing Provide Examples of past link building work you've completed. It will be held in confidence DELIVERABLES: For every 50 links created, please supply an updated Spreadsheet (XLS). On Project Completion, please supply completed Spreadsheet (XLS) containing 400 links. The Spreadsheet must contain the following information: Site Name, Age, Type, Alexa Rank Link Page Title, URL (clickable), PR, IP Backlink Target URL, Anchor Text Date placed I WILL: Check to see if all links meet requirements eg. Do Follow, Correct PR, Publicably Viewable, Indexed etc I reserve the right to cancel any link if it doesn't comply with requirements. Not count Links from websites that are already linked to our website prior to start of project. Provide you with the anchor text, keywords and any other relevant information. I PREFER: Links from high ranking sites verified by Alexa PAYMENT STRUCTURE: Once final spreadsheet is received, EACH link will be checked by me If all links comply with ALL requirements, I will release 90% of PAYMENT 60 days afterwards the remaining 10% will be released as long as each broken/non-complying link is replaced by you Links are expected to be permanent, broken/non-complying links and so are expected to be replaced up to 6 months after initial creation.
