Need Traffic Getting Expert For A Tutorial Website

I know a great deal about marketing but know very little about getting traffic. ? Basically I need someone who really, really knows what they are doing when it comes to driving website traffic. I am also only looking for ethical, clean, white hat techniques, no spams or bots. Right now I am not getting any traffic, I would like at least 3,000 unique visitors per month, but more is better. I am looking for someone who really knows how to build quality traffic that is going to stay at consistent levels over time. In the past I pretty much just bought traffic (adwords) but now I am branching out to other mediums. So if you really know what you are doing then we can talk.
