i need to create an automatic script in java or .net that cut and copy files from a folder to anotherone

start point: we have a folder where are 2 kind of file with xml extension and different filename. File Type A have filename like [login to view URL] and File B have filename like [login to view URL]; In this folder every 2 seconds are added files type A and B by another process (that we call mother-process). If these file aren't trasfered in another folder, they will be overwritten and this is not good. For this reason we have to do a script in java or .net (it have to work on windows 10) that each X seconds cut and copy files A and B from start folder to destination folder, being attention to change files name adding a progressive number (so [login to view URL] become [login to view URL] , [login to view URL], etc) We have also to add some controls on the script: 1 we have to control if files A and B are not added for a lot of time, this means that our mother-process has gone down and so we have to generate an alert; 2 we have to check if a node of the xml files type A is equal to zero, in this case we have to generate another alert Obviusly we have to do some check on fl 1 each seconds control if in the folder there are files A or B 2 if files exist cut and copy these file in another folder where file will be renamed adding a progressive number to file name (for ex. A_datetime_1, A_datetime_2,.... the same for B files) 3 add some controls i for many seconds files are not added or
