New Feature to existing java 1.6 engine:Word Lists

Take an existing java 1.6 service and extend it to add the new functionality defined in the attached spec. In addition, re-factor DAO layer to use Hibernate properly and reconfigure log4j to prevent double logging. Please provide a quote for the total implementation cost and timeline. Namely for development and testing (including junit tests). Please explain how you will refactor the cost to correctly use Hibernate, taking the attached class file as an example. I expect to receive a completely tested and working product. I will not accept a product that does not work. Once awarded, you will receive the existing code base.
