We have a design (5-6 pages, most of them look the same) and we need to have it coded into a website. The website will have a contact form and a newsletter signup form. There are 2 ways to do this: 1) FLASH website - will have minimal animation, just the top menu and some tweens here and there. Contact form and newsletter signup must be integrated. 2) CSS/XHTML website - clean coding and some javascript (for the menu and for a dropdown or popup box) It's up to you how you do it, it should not take more than 2-3 days to code as the PSD files are really clean and tidy. Smaller bids have better chances to win.
