Excel Spreadsheet to HTML Conversion

I have an excel spreadsheet that I need to have converted to an HTML Webpage. It includes calculations of fields, seperate tabs (I want all on one page) and dynamic calculations, meaning changes to the spreadsheet times need to be immediate. If not done in HTML I will need a method to add hover help in a very easy method later, it will be more detailed descriptions of what is listed on the current 1 line. I also need the option to save the spreadsheet and print it to a PDF File and then email the results. Excel spreadsheet is attached. Please review and ask questions before bidding.
