Basic android app, need only 2 function click to call and save call recording to admin panel.

I need an Android app. Following are the flow chart. We have business of bulk Telecaling We have more then 50 associates who make calls from cell phone 1) we need webdatabase and admin Where we will upload and allocate the phone numbers to every associate 2) we need android application which will have 2functions a) click to call function B) sync call recording to our admin panel where we can export or listen online.
