gif to vector file using Photoshop

Hello. I have a gif image (attached - File need to be in vector) you must use photoshop to make it into a vector file I dont need the background, jus the arrow and the floor(?) like the one I attached - what I want. I need this within 12 hours, and the award probably goes to one of the lowest bid. I MUST RECEIVE THE PSD FILE IN THE END OR ELSE I WILL NOT RELEASE THE MILESTONE.
