Image generation (PHP) script and camera recognition application (Android)

We are looking for a skilled programmer for developing little php script and an application with image recognition library (android) for a new startup.. 1. Winner should code a basic php script generating a circular code: There is few text inputs which user fills (name, email, etc..), then clicks for generation of circular code. Script gets a random number like 01001110101 (check that the same is not in the db already) which is then converted to an image of circular code.. This image is then showed and number above is along with text inputs stored to the database. This part should be moderately easy. After this is done the first milestone payment can be released.. 2. Application for androids which will have to connect to the server and communicate with it. You need to program a live (no picture taking) camera recognition of our own circular code. As i mentioned before this would probably need a special library to autoscale/focus in order to find red/white places on the matrix map, find a center point, correct coordinate axis (if users phone is slightly rotated) and so find a correct position of each red/white dot. This has to be done in-app, not on the server and live, with no picture taking. After the user approaches this code and camera recognizes it and converts it to for example 10010011001, it pulls more data from server database, like name, adress and such. It would be great if this could be done on a single platform which could be scaled to more systems (android, ios, windows, symbian) and multiple older and newer versions. Please note that the circular code does not mean QR code or something like that, we want our own special code, an example of which is attached bellow. Design will be provided to the chosen developer, so what we are looking for is just a programmer.. If we are really satisfied with the chosen programmer we may offer longer or full-time position which is far more profitable.. Important: Specify in your bids what sort of technology (library) will you be using for image recognition (remember it has to be live camera feed, no picture taking)!!
