We need a utility to split a single Microstation DGN file into multiple output fles based on the assigned Microstation Tag elements.
It is a bit like extracting layers into separate files.
The input DGN is a circuit diagram. However it represents several smaller circuits... Lets' say N,S,E,W. Some elements are in more than one circuit.
Each element has a set of microstation tags indicating which circuit(s) it belongs to.
What I need is a batch process to scan the input DGN and produce [login to view URL],[login to view URL],[login to view URL],[login to view URL] and [login to view URL]
Then we output each of these as a CGM file instead of a DGN
So, split 1 DGN into N CGMs files based on the contents of Microstation Tag elements.
We have not yet tagged the file with circuits or even defined exactly what the tags should contain. So you will need to tag a small section of the file - say a few dozen elements. You can define what tags are used and what the contents look like. The tags will not be used for any other application.
Summary,
The scope of work is as follows:
A) Propose a tag format that you can use with this application
B) Document the proposed tag format
C) Tag a few dozen elements in adjacent circuits. It's not import that you get the correct elements any elements will do. You do not need to tag the whole file. We will do this.
D) Write an MDL application to split the the file into several separate files and output to CGM File.
What I need is need is an estimate to do this work and a schedule for when it could be completed.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
