small DC to AC grid tie Inverter

I need to have someone help design a small grid-tie inverter from DC to AC, similar to this item on eBay: Search on eBay for item number: 120190360707 I needs the design can produce AC at 115V at 60Hz and plug into any wall outlet to feed the power grid by 11-48V DC input. Minimum power rating is 250W. AC output range is 90VAC - 130VAC. It must meet all the safety standards, including isolation between DC and AC, not convert if AC lost. As required by all power company, the output should be pure sine wave.
