PHP/mySQL/SSL based application

I need an urgent PHP/mySQL based application developed by an expert or a group of expert. 1. People involved (using the system) a) Admin/Owner b) Employees with specific access roles. c) Customers with access to their service info and profile etc. 2. Services/Customer Signup.. a) Few set of services being provided by the company. The customer chooses which plan suits and chooses. Different billing cycles. Like monthly, weekly, quaterly, yearly etc. Customer has an option to upgrade/downgrade to a different service. b) [login to view URL] payments. c) Clients should be able to check invoices, payment history, etc.. Involves bill generation, Automated payment reminders through email etc. b) Tasks/Issue management.
