Re-Layout Photo Comments Page

Need someone who can re-layout this page as seen in screenshot,,..Alll the features are currently working fine..This project is for my photo comment page...Tables must be correct as when the dropdown comments goes down it should not cause any twitching at all when the lower part is pushed down..Keep the same functions and same box dimensions already there just relocate layout,,project fix includes the twitching effect it does on the comments drop down....Will take you to site first so you can know all features work..Interested and if you can do this work message me..
