Scripts - Both 4 YouTube Video

Two different scripts: 1. Need a small program for my clients video's on YouTube. The program should be able to assist with ratings, possible comments and increase view per rating/comment. Not looking to defraud Tube just helping some of my clients (mostly Bands) to get a bit more activity then we can offer. 2. Need a Php script to run on website that will hit certain YouTube Video's and increase hits/plays. Have Windows based application but that will not function on my servers. I have not listed all the proper Programming options since I am not sure what is required. Please contact me for clarification and with questions.
