Need Custom Software To Run On Linux

I am looking for someone who can customize the open source software with the additions and features i require, the software is designed to run on a linux server. I need you to beable to take an open source network video recorder software and customize it with my layout, features and functions required. I need a variety of features that I will advise you of but some include, customize admin panel to configure users with access during specific days, times and to specify amount of time before session will time out, other features include being able to specify what cameras the person can or cant access, need to beable to have my logo displayed on all of the viewing screens in the top left. Custom interface. Also need to be able to take an open source application to view the cameras remotely from phone app. please see attached screenshots.
