Create DNS interfaces to register .nl domain

Hi guys i am looking for someone who can write a dropcatching script for .nl domains. script has to check 5 to 10 times a second for quarantine domains which become available, and if the come available register it very fast. I am a sidn dutch registrat myself so the script has to communicate with a xml/epp interface in order to register the domains. I dont know which lanuguage to write the script in. who can help me with this?
