Need website similar to CashCrate

I need a complete website written that is similar in functionality to CashCrate. I'd prefer it to be written in PHP or Perl. Must be hostable on a Centos/Linux platform, preferably under VPS. MySQL to be used for the database. I will provide with you with the theme we will be using. YOU must design the graphics, logos, templates, banner ads (real-time earnings included), forum-signature banners, etc. for the website. In other words, you'll need graphics design capabilities in addition to coding abilities. This project is for the complete website - start to finish. I know there are lots of GPT modules such as GPTEngine and CashCrusader. I don't mind using these as a platform, but you must be able to make the modifications necessary to get the same functionality needed for a site similar to CashCrate. For example, I must be able to add offers to it and they must be automatically trackable and creditable to the member. I also must be able to create levels similar to their Silver, Gold, Platinum, and Elite - with different payouts for each level. I also must be able to pay out on 2 Levels with 2nd Level earnings calculated based upon their earnings and not bonuses or overrides. Make sure you are completely familiar with how CashCrate functions before bidding! I also must be able to run reports and export data for payment processing. I also have additional functionality that I want added that is not being done at Cashcrate. I will discuss these details in a PMB if this project interests you. A site mock-up will be required before coding begins. The Games and Forum options will not be part of this project. However, a tab will need to be available for future use when these options are eventually added. (Perhaps an option to turn on and off these options.)
