Mysql Synchronisation via phprunner 2

Hi , I am working in shipping industry so we have a database in Mysql ( created with phprunner ) in the office which let say is the Master and same database across the vessels . We need a script to run and synchronize 2-way from ship to office and vice versa . The think is that the vessels have satelite communications and they can send the updates via email only . So I need a script to run on the database and record changes so when the operator press the synch button a text or xml file with changes from tables to be created and attached to an email to be sent to office and vice versa . Also a script to import i.e. update incoming file is required . Finally Import/Exports must be recorded in a table with an autoincremental number so during import to check if missing previous file and advise user , in order to ensure that all incoming changes received and imported in the database .
