Twilio Programmer needed

I need a Twilio app to do this for me. 1) receive phone calls (simple enough) (will have multiple lines for multiiple websites. Need this to be scaleable.) 2) forward specific phone #'s to specific other phone #'s 3) record all incoming phone calls - with a stamp/id for each call 4) instantly email the recorded phone calls that come in to an email address (the email needs to have some type of identifying information/stamp (see #2) that I can use to filter to forward/label to different groups/emails.) 5) have blacklist phone # capability per phone # / phone line I own (i.e. specific phone #'s I purchase have the ability to blacklist/block specific phone #'s) 6) Be able to make this system scaleable. I.e. add more phone #'s, modify existing black list, modify forwarding #'s, etc. _______________________________________________________
